Regulatory brief: all parts of the hemp plant could finally be regulated in the EU

A major overhaul of the Common Agricultural Policy (CAP), as part of the proposed EU Multiannual Financial Framework (MFF) for the years 2028-2034, could see all parts of the hemp plant recognised as agricultural products. Legal certainty would be shed over the marketing of hemp flowers across the European Union, while legal clarity over hemp-derived products is still missing.

In July 2025, the EU unveiled its MFF for the years 2028-2034, which lays down the expenditure priorities and the funding sources of the EU for these years. This regulatory briefing provides an overview of what this would mean for hemp in the EU.
